Driver Pay

I am getting ready to hire a driver for a Sprinter van. Because the vans income is based on the drivers willingness to take loads I want to do a performance pay structure. 40cents/mile (including APPROVED deadhead) and high mileage monthly bonus structure of $300 $600 or $900 for 6k 8k 10k miles respectively. I pay all gas and tolls. This allows a driver that runs 8k miles in a month to clear $3800 on a 1099. Is this competitive and fair? Any input is appreciated.

As a driver I would not like it. Knowing I would accept any reasonable loads and be in service a large amount of time. I would not like the idea of making less when the carrier the van is leased to does not keep me busy. Should I driver be penalized if the carrier does not keep them busy?

Also does approved deadhead mean the driver has to call and get permission anytime the van moves empty? If so that is a pain that is not necessary if a good driver is in it. Would you or the driver be paying fuel?

I pay fuel and tolls. My friend has a van with a slacker driver that turns down loads and regularly deadheads home. With this structure if I am making money so is the driver, but with low miles I am losing $ so the driver can't expect to rake in $. The dispatchers I have talked to say that drivers who don't turn down loads get the first call- which is why some drivers sit for days while others crush bugs for 20+ days at a time. I realize that sometimes a van has to relocate to get the next load, and I want to make sure my driver is compensated for that as opposed to driving for free. If this is approved by the dispatcher or me it keeps the van rolling. I am also fine with paying/counting double miles for double loads. Again- if I'm getting paid so will the driver but if I'm not either will he/she

The reason for a structure is to attract a hotshot driver. A driver that runs 10k miles/month (I know that is in the top 10%) will gross $4900 and not be responsible for fuel or tolls.
