Anyone know the severity level of a loose or unsecured load violation?

If a driver fails to secure a load they can be wrote up for violating rules set by the FMCSA. Please read below.

393.100 Which types of commercial motor vehicles are subject to the cargo securement standards of this subpart, and what general requirements apply?

(a) Applicability. The rules in this subpart are applicable to trucks, truck tractors, semitrailers, full trailers, and pole trailers.

(b) Prevention against loss of load. Each commercial motor vehicle must, when transporting cargo on public roads, be loaded and equipped, and the cargo secured, in accordance with this subpart to prevent the cargo from leaking, spilling, blowing or falling from the motor vehicle.

(c) Prevention against shifting of load. Cargo must be contained, immobilized or secured in accordance with this subpart to prevent shifting upon or within the vehicle to such an extent that the vehicle's stability or maneuverability is adversely affected.

For securement, I have a couple of load-bars and several ratchet-straps, with places to hook the straps to. They work, when I employ these things cargo doesn't shift.

A large, relatively thick piece of cardboard serves as a "bulkhead", the idea here is to put the cardboard up against the front edge of the load and then use the load bars to brace the whole business up. Nothing comes forward of the "bulkhead", even in the event of hard stopping. A regular steel bulkhead has a couple of problems that I was never able to work around, the cardboard bulkhead works around those problems. BUT the cardboard must be relatively thick, and must be tight up against the front edge of the freight. Otherwise you have problems with the idea.

Good. I think that encompasses duct tape and wire hangers. 
