Well, that makes it all ok, then.
If she'd landed differently, and snapped a cervical vertebra, [say C5], and became a total paraplegic, then it would have been too much force, is that what you're saying?
Certainly if an officer is going to choose a more aggressive approach to arresting someone, they should be responsible for the consequences.
For the sake of discussion, let's say the officer should have arrested her. How would officer Cheri do the arrest?
(Hand cuff her by yourself )

When are people gonna face the fact it was a freaking teenage girl in school with a cell phone. He'll she didn't even steal cigarettes, harass a store clerk or as far as I know she wasn't packing any skittles
Exactly! She had a cell phone in class breaking a school rule but not against the law. Why was the police officer called to the classroom? Why didn't the teacher and the assistant principal handle it.

Facing the consequences of his chosen level of aggression is exactly what's happening, and he's just lucky it wasn't much worse.
Officer Cheri would probably have tased her disrespectful behind. [If we're gonna dream, dream big, lol] :D
