OVM, it was because a lot of the drivers could not follow instructions and didn't follow up on things the right way. A lot of shipments to St. Thomas was late was one reason I was told, Sterling was getting tired of the shipments sitting in Port Huron for 6 and 7 hours because the driver faxed the wrong stuff in.
My last shipment to Canada with FedEx, I didn't know about the policy change and they got mad at me because I would not go and fax the paper work to them. No one said a word to me during the departure call when I could have and they even asked for the PARS number. When they demanded me find a fax machine, I asked them if they want to come here and help me find one, I am sitting off of Bagley near the bridge and don't speak Spanish enough to ask who has a fax machine.
Don't know about panther, but I do know that I have yet to have a automotive part shipment that was moving into or out of Canada that didn't have paper work that showed country of origin or values on it. Will Canada allow you in still without it being properly processed so you can actually go to the processing center and then to the broker to straighten it out. I find if I am standing in the brokers office, they move a bit faster.
