Yes, and we all know how unrealistic it is for a cop to say "YOU'RE ON MY HIGHWAY AND I DEMAND TO KNOW WHO YOU ARE!"

I dunno, do we? I've never heard that, except when Jackie Gleason said something similar in a movie. Seems to me like it's a rather rare occurrence for a cop to say that. That, combined with several other claims in this guy's story make the story incredible, as in farfetched, astonishing, preposterous, not credible, hard to believe, not believable, so extraordinary as to seem impossible that it is "true and accurate."
