Can anyone tell me the number of the bill going through Congress that will require a medical card and keeping logbooks for vehicles over 10,001#? Will this also be required by landscapers, farmers, etc. that drive on highways and have pickup trucks that are over 10,001# GVW?

What are you getting at specifically? You used words like "Landscapers-Farmers". Are you running a Landscaping Business using 1 ton trucks to pull your equipment around town? Are you involved in agriculture in any way? Too vague of a question to be correctly answered.
But, if you fall under the more specifics I mentioned above, simple answer is No. FMSCA regulates "Interstate Commerce", and unless you're running a Gypsy Traveling Lawn Service mowing yards all over the country, then don't worry about it.
Here in Texas you're allowed to run 90 "aerial" miles from your home base in anything under 26K with no Logbook, HOS rules, or Medical Card at all. I think this applies in other states too.
Farmers have always been Exempt also. (the traveling Farm Teams that go and Harvest Crops from state to state during the Fall) But, I heard New Mexico has cracked down on that in some fashion. Will other states follow? Who knows.....
