Some already have a moveable wall to allow for hazmat....when on a layover the wall just slips out and lays flat as part of the floor....when ya need a wall just flip it up into the e-track brackets and voila a bulkhead....good to go...

any hazmat that need blakard is not allowed on a cargo van.

Any hazmat that needs blackard is not allowed for us to haul with the company I work with.

If I remember my Ontario stuff...a carrier has have autorization to carry certain classes of hazmat....you probably are correct. At the Big D in Cambridge we couldn't carry Class 1...radioactive but class 2 was ok..
