It has nothing to do with board position,if your low on the board,and you turn a load down,your going sit awhile,at least 'til rest of trucks ahead of you get out.You were offered that load cause all others didnt want a short load,and if your able to deal a 1st out status from the load no buddy wants,good for you.
I've heard of guys saying I'm 1st W/G,or I'm 1st team out,even with the 1st guy out being on a W/G lock,and someone else saying that he's going be 1st out cause of that,but as long as I've been in expedite,I have never seen more than one truck in same size being #1 in the same express center.
Now if your layover is Newark Nj and your #1 there,and a guy is #1 in Trenton,Nj,and a third guy is #1 in philly,but all three trucks are in Bordenton NJ,you will have three #1's but 2 of them are out of their express center areas,and will have trouble getting loaded.
This can also happen in Los Angeles and Ontario CA,in fact there are quite a few ex centers that are close enough to each other,that this can happen,just think of where your at,when you layover
