Ultimately, the DRIVER is responsible. Period.

And until that fact is enshrined in the hearts of every one who sets hand to steering wheel, the situation will not be resolved. Whether you drive a Smart car or a Michigan road train, the truth is this: it is incumbent upon every driver, at all times, to be in control of his or her vehicle and to be sure that the vehicle he is driving is fit to be on the road.

The Megabus driver failed to control his vehicle. The coach was a machine; it could not read the low-clearance signs, even after thirteen tries. The driver should have turned back after the FIRST one. He didn't, and now four people are dead.
