Actually, as of December 2008, when I got my class C in the state of MI with a hazmat endorsement, you are to be tested with hazmat on your road test, because they have to sign off on it on the certificate that you take back to the SOS. They will also test you during the road test and have you "pretend" you are doing a hazmat load, and follow the rules of it, as stopping at railroad tracks with 4 ways on and such. You are not issued anything except for the permit, until the background check comes back.
