A question of length?

When reading posts written by veteran expediters who are building straight trucks, it seems that all are spec'd at 40' OAL. Looking in my motor carrier atlas, the length of straight trucks varies by state. The legal length of a straight in illinois is 42'. So my question is; if I were to build a 42' straight and base plate it in Illinois, would I be in violation of length restrictions passing thru a state with a shorter length restriction? Some states have legal S/T lengths of 45'. Since there is no standardized length between states, how could you be cited for overlength in one state if your legal in your base plated state? Doesn't receprosity apply?:confused:

Doesn't the ruling that a commercial vehicle must comply to the states laws that it travels/works in answer this question?

Thank you all for your answers. It was one of those questions that popped into my head after having too much coffee and spending too much time looking at too many different spec. sheets. I wasn't trying to re-invent the wheel, just looking for some perspective from those who use straights every day. I understand being in compliance with the laws in the states where you operate, no argument there.
