I wonder what they charged the customer who set up the load
I believe it is called a truck ordered-not used charge and is usually around $150 to $250.

I wonder what the OOIDA would think of this practise,as in the federal fair lease laws.There are rules concerning when pay has to be made to the driver/owner.There is a time limit,and a clear indication of legal deductions etc.Many years ago I looked into panther,they may have still been panther 1 or some such.I didn't go with them because they required I buy my insurance thru them,and they would with hold 1 and 1/2 the rate,I asked for how long ,thinking they got stuck or something and were making sure they had the money to cover it.They then said as long as I was leased to them! Think of it every 2 years they would have my money to careover another year!
Sorry got off a little,but if you look at OOIDA's law suits most are because some companies think YOUR money is there's to use as they wish.think of how much interest they can make over the time it takes to finally pay you,add in how many they do it to and it is proably a good amount.If the company I am with ever did such a thing it would be bye bye time.The outfit I am with does make mistakes,but they also work to fix them.

There are several Panther's in the truckload business. Panther that does expedite (Seville, OH) does hold a percentage for insurance or anything like that. As long as your insurance meets their dollar amounts, you can buy it anywhere and handle it yourself.
