    It wasn't designed to be fair, [which is a variable concept, depending which side of the desk you occupy], but it was designed to keep the unscrupulous from making it grossly unfair. When you look at income inequality, it's pretty clear the unscrupulous have been winning for decades.

    I was referring to forced mental health treatment, including drugs and physical restraint [but even 'therapy' that consists of talk & behavior modification], which cannot be forced onto anyone who isn't a clear and present danger.     That is a basic problem: people don't cotton to the idea of being treated against their will, any more than they want to give up guns. You won't find many mentally ill people who are agreeable to treatment, so how do we deal with them?
