TEANA can't make a carrier run a certain structure and they did try and do VOI. But quickly that became a lesson on the cheaters would learn how to game the system and how they were catching them. Then a carrier or two who could not get VOI tried to cry anti trust and so on. Ok, a carrier...

EXACTLY my point!!!! The concept is madness and self defeating to the owner operator. Plus the financial burden of things like the insurance are all shifted to the owner operator.
