Why did they ship and then mail?

Took a load of 2200 well known business magazines, with address labels already applied to each, to the Post Office in Billings , MT. The load originated in Jonesboro, AR. and swapped to us in Omaha. I can't figure out why they weren't just mailed in Jonesboro.
Anyone got a clue?

The magazine has a deal with the post office to mail on their permit from where they got the permit. They can not just drop those off at any post office without going thought he whole permitting process again. Likely what happened is they switched print plants and haven't done the permit for the new local post office.

Yep Benzoids correct...he must have done PO work before...

the PO gives a price/permit for bulk/presort between certain points....if say a R.R. Donnelley plant prints in Strasberg VA instead of the RR plant in Memphis ...going to say Memphis area.....they truck it...usually expedite..

Yes that is correct I hauled some of that bulk magazines and advertisements when I drove big trucks at Prime. One of the loads started in North Carolina with stops at post offices in Terre Haute IN, Burlington Ia, and Des Moines. Another load went out to New Mexico from North Carolina

I can almost hear Dr.Phil asking : and how did it worked for you ?...

it's like when you drop a box at the UPS Store ,and a week later you find out they are using snail mail (usps)
