OK I am not great on the grammer end of things since I got hit in the head and usually have my articles proofed but this makes no sense to me and wondering if I am wrong in thinking it is wrong.

From Reuters -

EU sets defiant Turkey a deadline on Cyprus

I thought that it should be

EU sets deadline for a defiant Turkey on Cyprus

Am I wrong?

Could be: EU sends defiant Turkey a deadline on Cyprus

or


>EU sets deadline on Cyprus for a defiant Turkey

Of course, the defiant turkey still gets put on the table at Thanksgiving... Cyprus or not. ;)
