Vehicle Licensing

I am licensing my expediting D unit out of Wisconsin. I was told I have to get my base plates and IRP.
Call me stupid but what is IRP?
Is it an additional cost? If it is, is it a uniform fee nationwide, or just something that Wisconsin charges.
Like I said, call me stupid, but I'm kinda lost on this one.

It is an additional cost and can be substantial. IRP is a registration for all of the 48 states plus any Canadian provinces you will run into with a commercial vehicle. I seem to recall you said you were going to run a D unit so since the GVW is over 26,000 pounds you must register in the other states that you plan to operate in. You have to enter actual or estimated yearly miles for those states then Wisconsin bills you for whatever that State charges and pays them. Probably looking at $5-800 by the time you are through..x(
