What does the term "Under CDL" mean?

Operating a truck that has a gvwr under the 26001 threshold.
One morning I took my son with me on my run into NYC. We saw a Prius with placards on it in Allentown PA. Not sure what the person was hauling (thinking maybe parts for an x-ray machine or CAT scanner), but when I told Andrew that the driver of said Prius needed a CDL to drive it, he burst out laughing. "For THAT?"
