with slow downs going on , so far this year at 600 mins , stop at red lights, stop signs , left turns, semi retired driving for tysinger in Hampton VA.. Last years time stop at red lights , stop signs , was about 3,600 mins

Way too much time, lights should be able to react based on keeping vehicles moving efficently and safely. I see it turn green way too late many times, sometimes when the intersection has been clear for awhile.
I do some people drive to slow or to fast. I have study traffic for over 30 years. Most areas on the east coast traffic lights are set for 43 mph in 45 ,33 in 35. So if you are able to find magic speed you may move just right or not. in traffic.
