Well that's just an opinion. And a pretty bad one at that, because it requires mind reading to know for certain the intent of his language, and I'm confident is saying you can't read Trump's mind.
Did Trump, like most politicians, lie at times? Sure. But he also kept most of his campaign promises, a rare thing in presidential politics. No, he didn't keep all of his promises, but he did better than most if not all of his predecessors.
