White House defends loan for now-bankrupt solar firm

White House officials on Wednesday defended a decision to award a now-bankrupt solar energy company a $535 million loan as House Republicans released Obama administration e-mails suggesting that the loan was rushed despite deep internal skepticism about the government investment.

Excerpts of administration e-mails released by the House Energy and Commerce Committee from late August and September 2009 show that White House officials were anxious about the Office of Management and Budget (OMB) timeline for finalizing a loan to Fremont, Calif.-based Solyndra. Vice President Biden was traveling to California when Solyndra was scheduled to hold a groundbreaking on their new facility, and the White House wanted Biden to attend to tout the project as an example of President Obama's $787 billion stimulus putting America back to work, the e-mails suggest.

Just days before the groundbreaking, the OMB staff wrote in an e-mail that the Solyndra deal should be "notched down" because of a lack of firm performance data on the company's solar panels and "weakening world market prices for solar generally."

"We would prefer to have sufficient time to do our due diligence reviews and have the approval set the date for the announcement rather than the other way around," said one e-mail from an unnamed OMB aide to Biden's office.

The groundbreaking went on as planned, with Biden, Energy Secretary Stephen Chu and California's then-governor, Republican Arnold Schwarzenegger, in attendance.

Obama later visited Solyndra and hailed it as a green energy company that would help lead America's economic recovery.

Things hardly turned out so rosy. Last month, Solyndra announced it was laying off its 1,100 workers, and it filed for bankruptcy on Sept. 6. Two days after the bankruptcy filing, FBI agents raided the company's headquarters.

The White House said that the e-mail exchange only showed urgency about a scheduling decision and that the Bush administration initially pursued loaning the money to Solyndra. The Obama administration dispatched senior OMB and Energy officials to a House hearing to defend the White House's evaluation of Solyndra.

"It's a disappointing outcome but it comes with the terrain of backing innovative technology," OMB Deputy Director Jeffrey Zients said.

Rep. Cliff Stearns, R-Fla., noted that Solyndra's financial troubles became clear just six months after the loan closed when an independent auditor noted "recurring losses from operations" and "negative cash flows." Stearns, who chairs the House subcommittee on investigations and oversight, said Energy Department correspondence indicated Solyndra was a model for companies that should get stimulus-backed loans.

If so, Stearns said, he is "very concerned" about where the rest of the $10 billion that the Energy Department has left to spend before the Sept. 30 deadline is going.

Committee Republicans have implied the administration failed to conduct due diligence on Solyndra because a major company investor was a foundation controlled by the family of Tulsa billionaire and Obama fundraiser George Kaiser. However, Rep. Henry Waxman, D-Calif., and others say other private investors in Solyndra included Madrone Capital Partners, a venture capital firm tied to the GOP-leaning Walton family, the founders of Wal-Mart.

Gotta love this weak white house trying to bring Bush into it.They dont say that in his last days Bush said NO to this loan.Say what one wants but Bush knew if you made something that cost say 6 dollars to make then sold it for three you were gonna lose.Also gotta love how its the republicans that are for the rich yet Obama the great has so many billionaire backers.

barrys minions also structured this "loan" so that if the company failed, the private investors (barrys fund raising bundler) got their investment back before the taxpayer investment....got to take care of those friends of barry....:rolleyes:

LOL, talking about donating to barrys re-election...i was talking to my cousin today, she is a teacher. She said that the NEA has increased their "union dues" by $10.00...all going to their "political pac"...with the majority earmarked to go to barrys re-election....she is in Michigan and sayes that so many teachers are "t'd" out about it, that a mich senator has introduced a bill called "the right to teach"...it is basically a bill to make michigan a "right to work state" for teachers...they then will not have to be union members....

The Obama insiders had to know this company was circling the drain - especially in light of the statement from the company's auditors. Those "recurring losses" and "negative cash flows" don't just happen overnight. The way these cases take time to develop, this deal and the "Operation Fast & Furious" mess should be coming into full bloom about the same time the presidential campaign hits its stride next year. But of course it will be "all Bush's fault" - yeah, right!

OR

GM where the WH and congress admitted that we will take a $2.6B loss on one loan and don't know about the other loan yet while at the same time GM takes US tax payer money and pays their debt to avoid the interest we were told we would get (which means we barely got our money back), gets it back as DoE grants and loans and then goes to China to build plants there AND pay the pension obligations.

Where is the outrage for that?

There's no outrage because Obama has been selling the GM bailout as a success story, claiming the govt. load has been repaid. Of course not a peep from the media disputing his claims.

Another suspicious condition of this deal is the the US Govt is not the primary creditor. The big shot investors are set to get their money back BEFORE the American taxpayer collects, which is almost never the case in these types of situations.

Maybe we are mad about this and feel this needs to be exposed because This type of reckless spending with tax payer dollars has become a recurring theme that has become a defineing factor of this white house

This one is great.So the white house releases an email today that they say proves the Bush whitehouse was still in talks with solyndra.It seems the CEO of this company really wanted to get this deal pushed through befor Obama took office and when he found out it was pushed back well lets just say he was not happy.So on Jan 12 09 he sends an email to DOE Expressing his displusre.Even says an apology would from david would be enough.(david frantz a doe offical)Then on the 13 is when the credit committee voted unanimously not to go along with this loan.So then they send out an email telling DOE STAFF saying it was time to stop engaging with Solyndra officials.

However this is what the Obama whitehouse wants us to belive.

But Obama administration officials insist Seward's email was actually just noting the credit committee did not want to "engage in further discussions with Solyndra" about the decision-making process because they were being hit with emails pressing for a decision. In fact, the Bush officials were still weighing the decision on a loan right up until the handover to the Obama administration:D

I agree with Greg. Also, where's the outrage that we're doing business with China, where they serve Kung Pao Kitty, and Schezuan Rover? I mean... your blood should be boiling over that too!
