Can GMC Savanna ecm's be programed to limit top speed and will they display idle percentage or is this asking too much?

Top Speed Yes, Idle Percentage I have no Idea, The Dealer Reprogramed my 03 Savanna, to allow a Higher Top Speed Which also Changed the Shift Points, and as a Bonus I ended up getting 21 mpg.

What was the setting before and after and what was your mileage before the change?

Can the same thing be done to a E350 Ford Super Duty? I like the idea of more gas mileage.
