With the recent changes and advancements in the area of electronic toll collection the New York State Motor Truck Association (NYSMTA) in partnership with other trucking associations has developed a program called BESTPASS. This program not only provides discounts for New York State Thruway tolls, but also discounts for the Pennsylvania Turnpike tolls. Furthermore, BESTPASS allows a carrier to register for weigh station bypass in both the PrePass and NORPASS systems. Inter-operability between these systems using only one transponder is now possible.
OTA is able to offer BESTPASS to its members and receives remuneration for its endorsement.

Q: I am familiar with E-ZPass, PrePass and NORPASS – Where does BESTPASS fit in?
A: BESTPASS allows a carrier to take advantage of all three.
Q: What if I am only interested in E-ZPass, or E-ZPass and PrePass, or E-ZPass and NORPASS?
A: BESTPASS gives a carrier maximum flexibility and savings.
Q: I already receive a discount from E-ZPass.
A: If a carrier uses the New York State Thruway, PA Turnpike, or Maryland tolled bridges the amount that can be saved is increased.
Q: The savings are great, but are there other benefits?
A: Yes. BESTPASS provides customized billing formats to make record keeping easier.
Q: I already have E-ZPass, can’t I just sign up for PrePass or NORPASS?
A: BESTPASS uses a Fusion transponder for interoperability. The E-ZPass transponder will not work for weigh station bypass and more than one transponder will be required.
Q: Who owns BESTPASS?
A: BESTPASS is owned by a subsidiary of NYSMTA.
Q: Does BESTPASS compete with E-ZPass, PrePass or NORPASS?
