Fan blower starts up as soon as the car is started. Cannot shut it off even though I press the "Off" button. Keeps operating in all functions...vent, floor, a/c etc.

its the blower control module shorted to power. not sure where its located on that year crown vic but it is normaly in air box near blower motor. its also called a blower resistor. check service manual for location.
