I was trying to see if the owner of the truck has to be qualified with the company aswell, in case he has a qualified driver working for him, and if so, are the requirements the same? And one other thing just in case someone knows, is the worker's compensation a major expense for the owner? Any input greatly appreciated.

If the owner of the vehicle is intending to DRIVE any vehicles, he or she must also be qualified as a driver.
As far as workers comp, rates vary by state and also type of driving position. Workers comp is generally quite expensive. I can remember WC being as high as 14.6% a few years ago (OHIO) for heavy duty long haul employee drivers. That equates to $146 a week if the driver was paid $1000 a week. Pretty hefty eh? If operating a smaller straight truck or cargo van, there used to be a classification for drivers labeled "small package delivery" which had rates around 7.9%. You would need to check with your state for details and legalities.
There are some decent alternatives to Workers Comp such as Occupational Accident insurance. It is NOT Workers Comp, but an insurance policy that covers the same things as Workers Comp, at or above the same levels as Workers Comp, but at a lower fixed cost per month. You would need to check the legalities of obtaining Occ Acc insurance in lieu of Workers Comp.

Ohio does offer workmens comp at a very reasonable monthly fee, it just depends on how much coverage you want. Occupational accidental insurance is the other alternative and it runs around $115/mo.
