Many of the bigger companies put an end to this, as the spouce would never take the road test and actually get the CDL, and just keep renewing the permit. This became a problem with insurance companies when accidents were occuring when the permitted driver was not an actual licensed driver. I THINK, but am not positive, that the CMVSR rules changed recently to no longer allow drivers who only hold learners permits to drive outside of their perspective state. This was either a federal thing or something many of the states have adopted. I do know that in NY where I live, a learner's permit is not valid outside of the state, regardless of license class.
