Actually B, C, or D.

In two cases you've exceeded the hours, unless under an exemption.

If you drive 12 or 15 hrs you are required to log them.
Not doing so is falsification.

If you log 12 or 15 hrs driving you better get your rest.

Ok, part 2.

You start at ten minutes after midnight. You do three deliveries, unloading them yourself.
You get a 30 minute lunch.
Your truck runs 55 mph.

What is the latest time that day that you can be on-duty unloading your truck ?

Unless you're going to introduce something not yet written into the premise, or "can" is used intentionally to make it a trick question, you only get a 14 hour day. How many deliveries you make is irrelevant, how fast your truck runs is irrelevant.

The correct answer is you can unload as long/late as you want... You just cannot drive again until you have had the 10 continuous hours off duty/sleeper birth.

Oops I left out an important sentence... Once you have exhausted your 11 hours of drive time or the 14 hour window you can continue to unload as long or late as you want (remaining in the on-duty status) But you may not perform on-duty driving until you have satisfied the 10 hour restart. The fmcsa rules only really regulate your driving not for example working in the warehouse or doing mechanical work. At least that's how I read it- but it's all a grey area anyways right?

I over thought it. :D
No, it's not a gray area, you're exactly right.
So, the correct answer would be 23:59.
