Just read something today that evaluated what people were thinking that allowed this to happen this way. Surely, at some level, it involved some people in high places that wanted to protect what they had (PSU football generated $50 million last year, and it was probably still very high years ago when the milestone and covetous (android auto correct for molestations and coverups) happened (side note: yahoo published a story just today about similar occurrences in the Boston Red Sox locker room, with numerous kids being molested).

The writer cited a centuries-long desire of the university system world-wide to exist separate from the state. They have their own campus cops...they put their administrative law on par with civil law. Mention "the President" or the police to university staff, and they're likely to think you're referring to university officials. To someone steeped in the university setting for as long as Parsnip (autocorrect for Paterno), sending the report up the university chain IS reporting it..This is foreign to us, of course, unless you've spent years inside the university system, having it responsible for your sustenance. And it doesn't erase moral, legal, or ethical failure for failing to stop a child molester. But it does explain how "they" could have let it happen.
