Georgia Weight for Drive Axle

Georgia weight limit for single drive axle is 18000 plus 13 percent. What is 13 percent of? Gross weight of truck or load?

As I read the code, it's 13% of the 18,000 lbs.

Thats right, or 20,340 lbs.
