I've heard the Blue Bird card sold at WalMart is a good prepaid debit card. You can reload it at any WalMart. They say the fees are the lowest among prepaid cards.
I bet if you go to your Bank and explain what you need, they could set you up with an account that can't be overdrawn. You could transfer money to that account when needed,right from your business account online. Truck breaks down or whatever, you don't even have to leave home to get money to your driver.

You can tie it to a savings account you leave a few hundred in. If there's an miscommunication it can automatically transfer up to the few hundred.
If you get ripped off you'd be limited to the few hundred in the two accounts.
If I remember correctly I had a debit card from TAB (Transportation Alliance Bank). I don't know if they are still in business but I could load money from my Comdata card via comchek and my drivers had money available within 20 min. Didn't cost me a penny to do this.
