It's been going on 8 years now so I could be totally messing it up but when I drove the FSC was meant to bring the price of fuel down to $1.25 per gallon. Back then they figured tractors at 5mpg, straight trucks at 9mpg and vans at 15mpg. So to make my ciphering easy let's pretend the national average price of fuel was $2.75. They want it to be $1.25 so that means $1.50 has to be accounted for in FSC. $1.50 divided by 15mpg is 10 cents per mile for vans, divided by 5mpg is 30 cents for tractors and I don't want to do 9mpg in my head but it's somewhere around 16.5 cents for straights. That's subject to all being completely wrong but that's how I remember it now.
