Capacity

Industry-wide, 15% below peak
Trucks (and drivers) are expensive and old
Regulations could further reduce supply
Shippers are aware of constraints, supporting rate increases

The trucks are Mexican, and the drivers are Eastern European. A recipe for disaster.

I've worked with a lot of Europeans.
Most are nice guys. Generally very hard workers that don't let regulations slow them down.
Very productive. And many work cheap.
