Skimming through writings of early Kentucky settlement produced the following account of the Kentucky General Assembly's program to reduce the wolf population. A cash bounty was placed on the scalp of wolves presented to the local sheriif of each county.
A close reading of Article 5 of the link below shows one enterprising individual attempting to game the system by raising wolves in pens, then surrendering the scalps for said bounty. Human nature never changes: incentivize an activity and watch it flourish.
