Wow. So much misinformation.
The "good faith effort" exemption did not expire; rather, you had to have applied for financing for a compliant truck or a PM filter retrofit prior to that date, and have been turned down. We were turned down for financing for a new truck. However, the dunces at Fyda were too lazy to do their jobs. One call to one of the lenders they submitted it to gained an approval. The turndown letter bought us until 6/30/14 to comply, or switch to the low-mileage allowance. That information has to be entered into TRUCRS by 1/31/14. We're milking both, for now.
Low-mileage:
You can get a permit from TRUCRS (CARB's registration site) for limited trips inside of California (regardless of how many miles out of Cali you drive. You can also drive up to 5,000 miles total without complying, so long as you register. That 5,000 miles is for the truck, for the entire year, anywhere. IFTA reports will be used in enforcement in both cases.
Engines:
2007 model year "family" engines are kosher. If you are driving a 2007 with a 2004-2006 model year family engine (EGR or ACERT), you are subject to the above restriction. If you are driving a 2007 or later model year engine family engine, you're good for a long time (DPF, SCR).
Whomever granted this exception, I'd love to hear about. If it's the carrier, not my problem. Once they pay one fine for loading a non-compliant truck, things will change in a hurry. Our carrier, IMHO, has a somewhat indifferent approach right now. I guarantee that will change once their pocketbook takes a hit. The fines for drivers are substantial. The fines for carriers are MASSIVE.
Enforcement: One truck operator I spoke to last week had a long conversation with CARB just 2 weeks ago, when applying for his 1,000 mile permit. They intimated that CARB is spread thin, and are only actively seeking out heavy trucks in truckstops idling for now. They could care less about APU's at this point (although there is currently no APU on the market that is compliant with their rules. They were tol that things will start being ratcheted up 7/1/14.
I believe folks looking for another date change for rule enforcement are wishing in one hand.....
