Apportionments and Base Plates

I am wondering on average how much I should expect to have in the way of expenses each year related to base plates, and apportionment in 48 states, Ontario, and Quebec for a Class 7 D unit straight truck with a 22 foot box and a sleeper cab?

Also if you can stand my ignorance a bit longer, would you mind to give a brief description of what is meant exactly by base plates, and also by apportionment. If I wanted to find out exact amounts for base plates and apportionment can I just call the department of transportation in my local area or do I contact a license branch, etc.?

Thanks!

Apportionment fees are for the States and Provinces that you will actually run in and do so called business in. Your base plate is for your home state or another state that you can legally register in. Up until last year many o/operators based themselves (including me) in Oklahoma as you paid no sales tax on a new vehicle if you based in OK.There were several agencies that for a small fee would do all of the paperwork. But in the last year all of the other states got poed at OK and demanded that a truck based there have a physical location ,such as a office etc there. This caused many of us to reapportion and base plate ino ur home state.
Apportionment fees are based on what you actually did or can estimate the miles that you did in the other states for the year you are registrating for.Example ,how many miles did you do in New York, you need to allocate that on the IRP form.. Then the total costs are added up and you pay.I would say a typical d unit running 100,000 miles a year throughout the USA/CAN would be about $7-800 per year.
