Wonder what the story is on the bridge supports in the foreground? Freeway never built, or just removed?
Those supports will be for the Eller Drive Overpass, which is the main road into Port Evergaldes, at the interchange of I-595, Hwy 1 (Federal Highway), and Eller Drive. The overpass will then allow for construction of ground level rail spur to Southport, while allowing unrestricted movement to and from the intermodal container and cruise terminals and to I-595 and the Florida Turnpike, without having to comingle that traffic with airport traffic, as is currently the situation. It will involve reconstruction of of several ramps in the I-595/US 1/Eller Dr interchange, as well as three reconstructed ramps on Eller Dr itself.
Just a couple of weeks ago they completed the first phase and opened up one lane of the new westbound bridge onto I-595, and began demolition of the old bridge. Those supports in the foreground will be the supports for the overpass ramp for northbound traffic on Hwy 1 onto I-595 and to the Eller Dr Extension.

The large empty oval space on the left (Terminal Drive) is the airport. To the right of that on the other side of the road (just above the work "Legend" is the intermodal yards, and the upper right at the end of Eller Rd is the seaport terminals.
