9-1-1 service

i was under the impression(notice how many i have been under lately?) that 911 service from a cell was automatic. this being done to allow people in different areas to access the service when needed. the other day i observed a 3 car accident and opened the phone and called 911. my service providers message came on saying that the call could not be completed as dialed.

am i supposed to dial the local area code?

Different states have different numbers for cell phone emergency calls. Illinois has a 3 digit number proceeded by *. When entering a state via the interstate an emergency number is often posted on a sign within the first few miles.

Some places 911 works.

I was under the impression 911 was supposed to work on any phone that had power, even phones with service disconnected for failure to pay. I thought they made that law several years ago because someone was hurt or killed when they couldn't call 911 due to service interruption.
